It reminds me of the U.S., which is openly interfering with China's semiconductor technology development.

Almost all science fiction works describe civilization as inevitably expanding when it develops.
It is assumed that when two civilizations collide, the survival of a civilization depends solely on its level of science. But when civilization develops, does it inevitably have to develop nuclear power and light speed engines?
If the purpose of civilization is to survive, is expansion the best way to survive?

Because it saves and circulates resources, it is rather sustainable and stable.
Native civilizations in the Americas, such as Indian civilizations, Africa, and Oceania, might have survived if European civilizations were not hostile.

We implicitly assume that civilization takes off only when there is crisis and conflict. It is assumed that civilization naturally expands as it develops.
