Things are turning sour. Acting President Han Duck-soo hinted at exercising his veto power over the Insurrection Special Prosecutors' Office. He also hinted that he will not appoint additional constitutional judges. The DP is seeking to impeach Han Duck-soo, but it is unclear whether he really has the will and ability to do so. Han's side is trying hard to change the nature of the conflict from a public vs. insurrectionist to a female vs. opposition party, while the DP is being dragged in. The government managed to prevent the civil war with its power and passed the impeachment motion, which is impossible to happen.

Rejecting the independent counsel law would lead to twisted or lengthened investigations into suspected insurrectionists, including Yoon Suk Yeol, Kim Yong-hyun, and Roh Sang-won. Things are getting twisted, as the Senior Civil Servant Corruption Investigations Unit, police, and military prosecutors are in charge of investigation and prosecution, respectively. Yoon is gaining time by refusing to be notified of subpoenas. An independent counsel should be set up as soon as possible to lead the investigation into all of them promptly. This is aimed at preventing such special prosecutors.

The Constitutional Court currently has six justices. Originally, only seven justices were required to hold a hearing under the Constitutional Court Act, but the Constitutional Court's position is that six justices can hold a hearing because the clause in question has been suspended. However, the most stable hearing is for more than seven justices. If three more are sent, which is up to the recommendation of the National Assembly, all nine justices will be filled. However, it is unclear what Prime Minister Han Duck-soo could do if he persists in holding out without appointing him even if recommended by the National Assembly.

This is the biggest crisis in the Yoon Suk Yeol civil war.

In the first place, there was a strategic mistake by the Democratic Party. Chairman Lee Jae-myung proposed a consultative body between the ruling and opposition parties immediately after the impeachment. It seems that he heard someone's advice to show an inclusive gesture like a national leader. That was wrong advice. Through this proposal, he recognized the system of acting Han Deok-soo. The consultative body between the ruling and opposition parties is a process of making an appropriate arbitration plan while compromising so that the president calls the ruling and opposition parties, which are in dispute, to make them fight less. The Democratic Party itself proposed a table to discuss state affairs with Prime Minister Han Duck-soo at the peak.

Who is Prime Minister Han Deok-soo? He expressed to the public his will to rule the country by establishing an unconstitutional Han Deok-soo-Han Dong-hoon system under the initiative of the Yoon Suk Yeol, which was on the verge of impeachment. It was during this period when Yoon Seok-yeol went all out to prevent the first impeachment and make it unclear whether the second impeachment would be passed. At that time, he sided with the Yoon Suk Yeol, and therefore he is still a member of the Yoon Suk Yeol system. The Democratic Party admitted that he sat at the peak of power.

We need to read Prime Minister Han Duck-soo's lips carefully. Regarding the independent counsel's rebellion, Han said, "Make a framework in which the investigating party and the investigating party think that it is fair." Regarding the law that has already passed the National Assembly, he said, "The ruling and opposition parties should come to an agreement." It changes the nature of the fight by relativizing everything. The fight between good and bad and the fight between justice and injustice is gradually turning into a political battle between the ruling and opposition parties.

This frame is being worked out little by little. In the early days of the civil war, Cho Joong-dong all criticized Yoon Suk Yeol in unison. However, the Chosun Ilbo has already turned its back on its original form. The Dong-A Ilbo reports on the research conducted by the Constitutional Court, which states that the requirements for the impeachment of an acting president are the same as those for the impeachment of a president. It quietly leads the current situation to a situation in which it cannot be coordinated, saying, "We need to change the constitution and implement cooperation." The JoongAng Ilbo and the Dong-A Ilbo are also faltering. The Democratic Party is losing in the frame war.

The acting president should have followed the Constitution. The acting president's partner is the chairman of the National Assembly. A law that passed the National Assembly is a law agreed upon by the National Assembly. The Korean Constitution and laws do not schedule a unanimous vote in the National Assembly. Some are set by majority vote and some are set by two-thirds vote. In the National Assembly, a resolution is an agreement.

In normal times, it is better to solve everything politically as much as possible. Consultation is needed and political compromise is needed. However, this is a desperate moment and a time for the Constitution. This should not be a political game between the Democratic Party and the people. It is a time for the Constitution between the National Assembly and the executive branch and the judiciary. Everything that is politically organized is bound to fail.

National Assembly Speaker Woo Won-shik is right. Now, Woo should come to the front. The only legal action the administration can take against a bill passed by the National Assembly by a majority vote is to veto it. In other words, the ruling and opposition parties are not committing unreasonable political acts to seek compromise. The government should form a structure of condemnation against the government vs. the National Assembly, anti-constitution vs. the Constitution, and defending civil war vs. civil war.

For that to happen, this fight should be 'Han Deok-soo vs. Woo Won-sik's fight' in the eyes of the people. As soon as this fight becomes 'Lee Jae-myung vs. Kwon Young-se', it is a game in which Yoon Suk Yeol forces won half.

If Prime Minister Han Duck-soo supports civil war at the Yoon Suk Yeol, veto the special prosecutor's office for civil war. If he hates impeachment of the Yoon Suk Yeol, clearly declare his refusal to appoint a constitutional judge. Then, it is standard that Speaker Woo Won-shik convenes the National Assembly again, proposes an independent counsel bill at the National Assembly, and votes until the seats reach 200. Citizens have no choice but to draw up the process once again. One million people, two million people, and 10 million people have to gather in Yeouido with cheering sticks and shout out loud until Han Deok-soo's impeachment and the special prosecutor's office for civil war at the Yoon Suk Yeol passes.

On the other hand, the Constitutional Court may be allowed to continue the hearing under the six-judge system. It is widely believed that a decision to cite impeachment can be made even under the six-judge system, and it is almost impossible to dismiss it. (See the comment video) It is also widely believed that the Declaration of the Emergency Security Council on December 3 is a very clear anti-constitutional act in itself, so it is naturally a requirement for impeachment.

Now is the time for the Constitution and citizens again. At this juncture, it is time for Woo Won-shik, the leader of the National Assembly who has become the guardian of the Constitution, to come to the fore.

The process can be challenging and unsettling for citizens and politicians who have been struggling to prevent a civil war. However, if the process clearly defeats supporters of a civil war with the Constitution and citizens' power alone, lawmakers who support civil war will find it difficult to even live in society, and the political party that advocates civil war will naturally disband. It is not the time to talk about half-baked compromises and political solutions. It is not the time to get lost in the detailed interpretation of the bill and argue about it. We must overcome this situation solely on the basis of constitutional principles and civic power.
