It has been confirmed that only temporary measures such as the "four-person system" are being implemented, and construction projects to prevent the direct cause of the disaster are not being implemented due to lack of consultation with the Ministry of Environment, lack of budget, and opposition from environmental groups.

In particular, projects to prevent flooding of the Miho River and underground cars, which are the direct causes of flooding and disasters, have not been carried out properly, so we have no choice but to pray hard to the sky to prevent heavy rain this year and next year (maybe until the next year).

First of all, the Miho River dredging project is an essential and top priority for the Miho River to prevent flooding.

Next, even if the Miho River overflows, a water barrier to prevent the inflow of the river into the underground roadway is essential and should be carried out at the same time as a dredging project.

But even this water cutoff wall has not been built yet. Chungcheongbuk-do is now designing the water cutoff wall. It has not even secured a budget for the construction of the water cutoff wall.

It's so easy. Where else in the world is there other than underdeveloped countries that conduct disaster management so easily?
